Dominica

OECS / Eastern Caribbean

Dominica's updated NDC (2021) commits to a 44.7% reduction in GHG emissions below 2014 levels by 2030 and 100% renewable electricity by 2030. The NDC is anchored in the Climate Resilience and Recovery Plan (CRRP) 2020–2030, which requires XCD 3 billion (~USD 1.1B) in total financing. Dominica is the only SIDS to have formally declared itself a 'Climate-Resilient Nation' — a commitment enshrined in the Climate Resilience Act 2020. Post-Hurricane Maria, Dominica received USD 19.3M from CCRIF (TC policy) and USD 1.05M (Excess Rainfall policy), the largest single CCRIF payout in its history.

Key Climate Vulnerabilities
  • 1
Extreme hurricane exposure — Hurricane Maria (2017) caused USD 1.37B in damages (226% of GDP)
  • 2
Outer islands (Carriacou/Petite Martinique equivalent: Cabrits, Scott's Head) — no MVI sub-national weighting
  • 3
Annual climate resilience financing gap: USD 90–130M (CRRP 2030 estimate)
  • 4
Coastal erosion and sea-level rise threatening Roseau and Portsmouth infrastructure
  • 5
Agriculture sector (banana, cocoa, coffee) — 100% exposed to Category 4+ wind damage
  • 6
Water security: Layou River and Roseau River catchments vulnerable to drought and landslide
  • 7
Post-Maria debt overhang limits domestic climate co-financing capacity
